Col Ing. Vladan HOLCNER, Ph.D.

Curriculum vitae

 

Colonel Vladan Holcner was born in Boskovice on 14 January 1975. He graduated from both Bachelor's and Master's degree studies from the National Defence Economics programme, Armed Forces Funding, of the Military University of Vyskov. He achieved to take PhD degree in economics in 2005 from National Defence Economics doctoral degree programme of the Military University of Vyskov, later the Faculty of Economics and Management of the University of Defence.

He completed the Leaders for the 21st Century Course arranged by the College of International Studies, George C. Marshall Center for European Security Studies in Garmisch-Partenkirchen, Germany. In 2006 he completed Defense Resources Management Course at the Naval Postgraduate School in Monterey, USA.

He has been involved in academic environment since 2004, first in the position of senior lecturer of the Economics Department for the Faculty of Economics and Management and later as the National Defence Economics Section leader of the same department. He executed the duties of the Faculty of Economics and Management vice-dean responsible for public relations and development from 2006 and in 2009 was elected by the Faculty Academic Senate for the Dean.   

His teaching and research activities primarily focus at the matters of military expenditures and international arms trade. His papers are regularly accepted to conferences both in the Czech Republic and abroad. He delivers lectures within the International Defense Acquisition Resources Management Program for the Naval Postgraduate School of the United States, is an evaluator of project applications for the 7th Framework Programme of the European Commission and a member of the European Security and Defence College Executive Academic Board.
